The airport was established in 1930 by a group of Palo Alto businessmen and was then known as the Palo Alto Municipal Airport. It was built on the site of a former horse racing track, and the first commercial flight occurred in 1931. The original terminal building was designed by local architect Birge Clark and still stands today.

The airport was renamed in 1943 to the Palo Alto Airport after the city of Palo Alto, which is Spanish for “tall tree.” The airport code of PAO was determined by the Federal Aviation Administration (FAA) as a three-letter code for the airport in the 1950s.
