In 1996, the airline began operating scheduled domestic flights and in 1997, it expanded its operations to include international flights.

Throughout the 1990s and 2000s, Onur Air grew to become one of the leading airlines in Turkey. In 2001, the airline received its first Airbus A320 and began to expand its fleet. By 2006, the airline had a total of 18 aircraft and was the largest low-cost carrier in the country.
